Timmons Group Announces New Shareholders

Richmond, VA — January 8, 2025 — Timmons Group is pleased to announce the newest shareholders of the firm: Beth Blackmon, PE; Jason Dolan, PLA; David Duncan, PE, ENV SP; Kathleen Halpaus, PE; Steve Schmidt, PE, PTOE, AICP; and John Wall, PE.

A professional headshot of Beth Blackmon.Beth Blackmon, PE is a Senior Project Manager in the Raleigh Residential Group with over two decades of experience. Specializing in master-planned communities, Beth has worked with both North Carolina-based and national developers. She is highly skilled in rezonings, planned developments, and neighborhood communication, with a strong focus on Private Residential and Mixed-Use Land Development Planning.

Jason Dolan, PLA has more than two decades of experience in site planning and landscape architecture, working for both public and private sector clients. He is well-versed in AutoCAD Civil 3D, planning, site evaluations, rezoning plans, due diligence, and construction documents. Jason’s attention to natural surroundings provides for seamless designs that lay on the land in an aesthetically and environmentally sensitive manner.

 

A professional headshot of David Duncan.David Duncan, PE, ENV SP leads the Stormwater Group for the Carolinas and southern Virginia. He has supported local governments and the public throughout the region for more than 10 years, providing a mix of MS4 support, stream and dam designs, SCM designs, floodplain analysis and permitting, stormwater system inspections, and designed, permitted, and constructed numerous infrastructure improvements for stormwater, roadways, and utilities.

Kathleen Halpaus, PE is a Senior Project Manager in the Tri-Cities region and has over 20 years of experience in site civil engineering and land development. She has worked on a wide variety of both public and private development projects. Kathleen manages State and Local design requirements, including DEQ stormwater management, VDOT road and storm sewer design, State erosion control requirements, and the design requirements of several localities, mainly in Central Virginia.

 

A professional headshot of Steve Schmidt.Steve Schmidt, PE, PTOE, AICP is a Senior Project Manager in the Traffic Analysis & Planning Group with over two decades of experience in multiple transportation and traffic engineering areas. His expertise includes transportation impact studies, access management studies, signal warrant studies, corridor studies, operation studies, safety analysis, signal timings, and shared parking analysis.

John Wall, PE is a Project Manager in the Wilmington office with a strong track record of delivering successful design and construction projects for public and private clients across southeast North Carolina. His deep understanding of local permitting requirements and experience in private residential developments, warehouses, commercial sites, restaurants, senior living facilities, warehouses, and distribution sites offer a level of versatility to his clients.
