Timmons Group Welcomes Land Surveying Experts DeeDee Frasure and Rick Wooten to Charleston Office

 

Charleston, SC – November 5, 2025 – Timmons Group is pleased to welcome DeeDee Frasure, PLS, and Richard “Rick” Wooten, PLS, to the firm’s growing Survey practice in Charleston, South Carolina. The pair bring more than five decades of combined experience in land surveying, leadership, and project management to support the firm’s expanding presence across the Lowcountry.

Frasure joins Timmons Group as a Senior Survey Manager. With over twenty years of experience, she is a seasoned surveying professional and industry leader who has previously served as a Principal and Business Unit Director of Survey Carolinas. A licensed Professional Land Surveyor in South Carolina, Kentucky, and Tennessee, Frasure is a past president and current education chair of the South Carolina Society of Professional Land Surveyors (SCSPLS), an adjunct professor of Civil Engineering at The Citadel, an active member of the Maritime Association of South Carolina and the Palmetto Chapter of the National Association of Women in Construction, and a Planning Commissioner for the Town of Meggett. Frasure was named South Carolina Surveyor of the Year from 2019 through 2020.

Wooten joins the team as a Survey Manager, bringing more than 30 years of experience managing survey operations across the Southeast. He has led a wide range of projects for public and private sector clients, including extensive work for federal and military facilities, municipal infrastructure, and transportation improvements. A licensed Professional Land Surveyor in South Carolina, North Carolina, and Virginia, Wooten is a long-standing member of the National Society of Professional Surveyors, South Carolina Society of Professional Land Surveyors, Virginia Association of Surveyors, and the Coastal Chapter of Professional Land Surveyors.

Frasure and Wooten will guide a team of surveyors to support clients’ visions across the Lowcountry. They join an established team of land development engineers in the Southeast, including Jared Condon, PE, and Brian Crutchfield, PE.

Timmons Group opened its Charleston office in early 2025, expanding the firm’s South Carolina presence to better serve coastal clients in civil engineering, survey, environmental, and geospatial services. The office supports local communities and clients across the Lowcountry region, reflecting the firm’s long-term investment in the state’s growth and development.
