In Richmond’s McGuire Manor and Southwood neighborhoods, students walking to school once had no choice but to share the roadway with vehicles. With the opening of Cardinal Elementary School in fall 2020, the City of Richmond prioritized creating a safe, accessible route for children traveling to and from the campus.

To support this goal, Timmons Group partnered with the City on a multiphase sidewalk improvement project. Phase 1 introduced approximately 825 linear feet of new sidewalk while Phase 2, which was recently completed, introduced around 850 feet of new curb-attached sidewalk, establishing a direct and secure pedestrian connection between surrounding neighborhoods and the school.

Funded through the Safe Routes to School program and part of the City’s Richmond Connects transportation plan, the project reflects a broader commitment to improving infrastructure in underserved areas.

Timmons Group provided environmental review, roadway design, and construction administration services, working in close coordination with City staff to deliver the improvements on schedule. Even during the project’s final walkthrough, the sidewalk was already in use, underscoring the community’s need for this infrastructure.
