Target Industries in Columbia, SC: Timmons Group’s Role in Retail Development

Today, retail development is defined by how well projects respond to changing consumer expectations, community needs, and long-term growth patterns. South Carolina’s recognition as a top state for business by Area Development, a corporate site selection and economic development magazine, reinforces Columbia as a model for urban growth in the Southeast. As the state capital continues to expand, Columbia offers retailers a prime opportunity to establish a presence in a dynamic, thriving market.

According to Columbia Economic Development, Columbia’s retail sector is supported by eight distinct business districts, a diverse mix of national brands and local businesses, and a culinary scene gaining national attention. Areas such as Devine Street, Five Points, and BullStreet District highlight how thoughtful investment can create vibrant, destination-driven retail environments.

At Timmons Group, our comprehensive retail development programs are designed to help clients make informed decisions that position their investments for success. From early planning through construction, our teams work to align each project with local context, infrastructure considerations, and the broader community vision.

Successful projects require a clear understanding of site conditions, regulatory requirements, and lasting functionality. Through site analysis, due diligence, and land planning, we help guide projects that align with sustainability goals and community priorities. By supporting developments that strengthen the local economy and enhance the city’s appeal, Timmons Group is proud to contribute to Columbia’s continued progress.

Let’s take a closer look at our recent projects in the City of Columbia.

Sheetz

Timmons Group supports the continued expansion of Sheetz, a leading convenience retailer known for its made-to-order food, specialty coffee, and fuel services. Driven by a goal to reach 1,000 stores by 2028, Sheetz is actively growing its footprint across the Carolinas. To support this mission, our team provides the civil engineering and planning needed to deliver consistent, high-quality sites in a fast-paced development environment.

We partner with Sheetz to manage projects from early site evaluation through construction, providing land surveying, site design, permitting, and construction administration. Our team develops coordinated design solutions for grading, stormwater management, and utility infrastructure while proactively addressing site constraints and regulatory requirements.

Throughout the entitlement process, we work with local jurisdictions to navigate zoning and entitlement processes and maintain project momentum. Aligning with Sheetz’s accelerated development schedule, we help maintain consistency across multiple locations and streamline successful project delivery from site to site.

Since 2007, Timmons Group has partnered with Bank of America to deliver comprehensive civil engineering services. We provide multidisciplinary support, from surveys and conceptual design to due diligence and construction documentation and administration, ensuring each project is planned and executed with consistency and efficiency.

Our experience includes the delivery of more than 30 sites across North Carolina, South Carolina, Virginia, and Maryland. Throughout each project, we prioritize clear communication and adherence to schedule and budget for the successful completion of Bank of America branch developments.

AT&T delivers wireless, fiber internet, and business connectivity solutions worldwide, with a strong focus on expanding its 5G network and fiber footprint. It operates one of the largest wireless networks in the U.S., serving over 100 million subscribers, and provides enterprise services, including cloud connectivity, cybersecurity, and IoT solutions.

Since 2016, our team has partnered with AT&T to deliver civil engineering and planning services across North Carolina and South Carolina. Our experience in these markets allows us to efficiently navigate local requirements while maintaining consistency across multiple sites.

Using available data and existing records, we can develop a detailed base map that meets design and permitting compliance. Our team conducts thorough site visits throughout the project to finalize site plans. Upon project completion, we conduct a final site review to verify and prepare as-built drawings, confirming that construction aligns with approved plans and project requirements.

We have successfully managed multiple Valvoline projects across North Carolina, South Carolina, and Georgia, bringing strong regional knowledge and an understanding of local regulatory requirements. In the due diligence phase, our team leads coordination efforts, such as acquiring as-built maps, submitting Capacity Assurance Applications, requesting Fire Hydrant Flow Tests, and verifying permit and impact fees. We prepare conceptual site plans based on survey data and building footprints, and facilitate early engagement with planning departments to gather preliminary feedback.

As projects advance, we oversee the preparation of detailed construction permitting and administration plans, covering site, grading, erosion control, stormwater, and transportation improvements. Our team also manages permitting efforts, coordinating site plan approvals, water and sewer permits, capacity assurance, new services, and NPDES permits. Throughout construction, we remain actively engaged to support project execution and keep projects on schedule and within scope.
