Timmons Group is preparing a HUD Environmental Assessment (EA) in accordance with 24 CFR Part 58 to analyze the environmental effects of this project, which proposes to use HUD funding to redevelop the existing industrial site for multi-family housing. The proposed apartment community would consist of approximately 236 mixed income units located within seven 3- and 4-story buildings that will include 1-, 2-, and 3-bedroom floor plans. The conceptual plan for the development also includes a pool and clubhouse. The project site is located along the Tide Light Rail line, approximately 0.40 mile from the Military Highway Station, which has been identified by the City of Norfolk as a Transit Supportive Area. In addition to desktop review and analysis for the EA, Timmons Group is conducting extensive agency coordination due to the site’s history, which includes former military and multiple industrial uses, and the presence of wetlands. The project is currently undergoing HUD’s 8-Step process since it lies within the 100-year floodplain.
