Overview

The Virginia Stormwater Management Program (VSMP) permit required the City of Richmond to limit the amount of pollution from stormwater runoff to the maximum extent practicable. This is accomplished by developing a stormwater management program that includes Best Management Practices (BMPs) and Measurable Goals for each of the six minimum control measures specified in the permit. The minimum control measures are:

  • Public education and outreach
  • Public involvement and participation
  • Illicit discharge detection and elimination
  • Construction site runoff control
  • Post-construction stormwater management

Project Highlights

Timmons Group is developing measurable goals to assist the City of Richmond in complying with the VSMP Permit. Timmons Group has coordinated with various City agencies to document existing programs and implement additional programs. The measurable goals include:

  • Stormwater website development
  • Pet Waste disposal program
  • Promotion of the Girl Scout water drop badge
  • Developing protocols for stream inspections
  • Documenting new restaurant and car was construction
  • Developing procedures for BMP inspections

Timmons Group is also preparing the annual report required by the Virginia Department of Conservation and Recreation to ensure compliance with the VSMP permit requirements.
