Overview

The Patriot Centre at Beaver Creek is a 764-acre Industrial Park in Henry County comprised of multiple large industrial manufacturing and processing operations. Timmons Group assisted with master planning, and provided all environmental and stormwater management services including wetland delineation and permitting, design, construction administration, monitoring and reporting for the construction of more than eight acres of stormwater management facilities, five acres of wetland mitigation area, and twelve acres of riparian buffer establishment. The major infrastructure components of this project included roadways and utilities, mass site grading and construction of industrial facilities.

Project Highlights

The environmental consulting effort of this project was challenging and complex. The effort included spanning changes in regulatory policy and review personnel, including significant regulatory review by the US Army Corps of Engineers and the Virginia Department of Environmental Quality during the individual permit process. It also required several permit modifications, multiple site visits and meetings continuing over the last seven years.
Timmons Group and Henry County officials met with USACE and DEQ officials several times during the permit processing phase to work through the primary permitting issues of avoidance and minimization of jurisdictional area impacts and compensation for unavoidable impacts. Finding suitable areas for the required compensatory mitigation required consideration of many factors, most important of which were ecological suitability and the impact on future development options.

We assisted Henry County in overcoming the obstacles of changing permit regulations during the permit coordination process and also helped to maintain the necessary flexibility needed to accommodate potential industrial clients while honoring the goals and objectives of the master plan.
