Overview

Located in Ellicott City, Maryland, Ellicott Gardens I and II were prepared for the Howard County Housing Commission through third party developers and consisted of 106 and 70 mixed income apartment units, respectively. The adjacent projects were designed and constructed at different times, leading to a phased approach to the development. The topography on both sites was significant, which required unique solutions to overcome the challenges, including retaining walls and underground parking structures.

The initial Ellicott Gardens I project established access to MD Route 108 (Waterloo Road), which required sight distance analysis, auxillary travel lanes and a State Highway Administration Access Permit. Due to existing wetlands stream and associated buffer, a forest conservation easement was established to protect the environmental resources. 

The Ellicott Gardens II project was designed to work with the previously established grades and improvements established by the Ellicott Gardens I project and to provide pedestrian improvements between the building and sites (ADA compliant).

Both projects required community presubmission meetings and coordination with all relevant Howard County review agencies, in addition to SHA and MDE. These projects also both included public water and sewer, storm drain, stormwater management (quantity and quality), and sediment control design. Survey services included boundary, topography, ALTA/NSDE surveys, and construction stakeout. 

Ellicott Gardens received an ABC Greater Baltimore Excellence in Construction Platinum Award in 2024.
