Overview
As a result of recurrent flooding during high tides and after significant storms, coupled with the absence of ADA accessibility and considerable yearly upkeep requirements, James City County partnered with Timmons Group on a pier replacement project. This project aimed to replace the outdated structure with a new 290-foot-long pier that meets ADA standards.
The new pier is approximately 290ft long and is 10ft wide. The bulb at the end of the pier is 40ft x 20.25ft. The deck elevation sits at 5.50ft, which is raised from approximately 1.5ft.
Timmons Group provided engineering services for the pier replacement, which included assessing environmental factors, identifying existing pier issues, and analyzing water elevations, along with assessment, design, permitting, and construction administration services.
As part of this project, we reviewed existing information about the site like environmental factors, existing pier flaws, and existing water elevations. We performed assessments, design, permitting services, and construction administration for the fishing pier replacement. Timmons Group presented the County with three location options: one location to the north, one location to the south, and a final option to replace in kind. Ultimately, the County put the new pier in the same location, but to rotate the pier away from the adjacent bridge. Timmons Group civil and structural teams developed a plan set that included ADA Accessible parking and raised the pier elevation above the Mean High Tide Water Elevation. The structural team developed a framing plan for the pier and provided a railing that met ADA compliance. The project also involved minor site improvements to the adjacent gravel parking area, erosion and sediment control plan, amenities to the fishing pier, and a water line to service the fish cleaning table.
