Integrated Engineering and Grant Support for Jefferson Avenue Corridor Improvements
Jefferson Avenue is an arterial corridor rich in cultural history, connecting the Church Hill and Union Hill neighborhoods to downtown Richmond. Providing both engineering and grant support services for the Jefferson Avenue Corridor Improvements Project, Timmons Group worked with the City of Richmond to develop conceptual and final design plans for a one-third mile stretch of the corridor, incorporating traffic calming, multimodal infrastructure, and green stormwater management strategies.
Working closely with community leaders and incorporating stakeholder input, the engineering and planning team prepared construction documents, design alternatives, and specifications to address pedestrian and bicycle safety, stormwater runoff, and neighborhood connectivity in the historically significant corridor. Timmons Group also provided design services for the streetscape and the implementation of pedestrian spaces, incorporating several traffic calming solutions, neighborhood circles, and critical bicycle infrastructure into the design to enhance pedestrian comfort while reducing vehicle speeds. Since implementation, the streetscape improvements have played a vital role in activating the neighborhood, encouraging development and reinvestment in the commercial corridor and reinforcing the sense of historical and cultural identity in the community.
As a catalyst for bringing the project to fruition, Timmons Group also played a role in securing critical project funding. Timmons Group’s grants writer supported the City in obtaining American Recovery Plan Act (ARPA) Local Fiscal Recovery Fund grants by preparing detailed applications that outlined the project scope, described community benefits, and helped prove alignment with EPA’s Greening America’s Capitals initiative and the City’s Bicycle Master Plan. The project builds on the 2015 EPA vision plan and includes features such as roundabouts, bump outs, ADA-compliant sidewalks, rain gardens, and porous paving.
As of November 2025, Phase I is complete, Phase II construction begins in Summer 2024, and Phase III design is scheduled for Fall 2025. The improvements are expected to benefit approximately 8,533 residents and support economic revitalization, climate resilience, and mobility equity in the Jefferson Avenue corridor.
