Luis is a Senior Project Manager with 13 years of experience delivering complex infrastructure and renewable energy projects. He works closely with clients and multidisciplinary teams to guide projects from early development through final design, prioritizing constructability, efficiency, and long‑term project success.
His background includes extensive field and office experience with both local government agencies and private consulting firms. As a Senior Project Manager with Timmons Group’s Renewable Energy Group, Luis leads all phases of project development, including site layout and optimization, horizontal and vertical roadway design, delivery route and vehicle analysis, grading and earthwork design, and hydrologic studies.
Luis also brings a strong foundation in surveying, which provides a unique perspective on project cohesiveness from initial development through detailed design. This skill set enhances his ability to identify potential conflicts, data gaps, and constructability issues early, catching challenges that might otherwise be overlooked resulting in smoother execution and reduced downstream risk.
Luis lives in Sachse, Texas, with his wife and three boys, ages 8, 6, and 1. Outside of work, he spends much of his time taking his children to their various practices and enjoys watching them learn the value of teamwork. In the fall, Luis is an avid college football fan and proudly supports his alma mater, Texas A&M. On Sundays, he cheers for his favorite NFL team, the Dallas Cowboys. He is also a Formula 1 fan and enjoys waking up early on weekends to catch the morning races.

Where did you grow up? I grew up in a relatively small border town called Laredo Texas, known for being one of the largest Land Ports in the US.
Your first job? My first job was being a waiter at Red Lobster during High School.
Your favorite restaurant? La Cocedora De Langosta in Ensenada, Mexico is all time favorite so far.
Something about you many people don’t know? Not many people know that I used to play the trombone when I was in high school and enjoyed marching band. Highest achievement was being selected for the Region Band.
