Colby is a Project Manager within Timmons Group’s Virginia renewable energy practice, providing civil design services for solar and related projects across the United States. He joined Timmons Group directly out of college, where he developed strong expertise leading civil design efforts to obtain Erosion and Sediment Control (ESC) approvals from local authorities having jurisdiction, as well as Stormwater Management (SWM) approvals from the Virginia Department of Environmental Quality, helping advance projects to construction.
With the release of the Virginia Stormwater Management Handbook (VSMH), Colby further expanded his regulatory knowledge and supported the team in updating internal design processes to align with the revised requirements. He is a certified Dual Combined Administrator (DCA) and collaborates with other project managers to navigate regulatory reviews and ensure project compliance with the VSMH through the streamlined review process.
Throughout his career, Colby has provided technical consultation on the evolving challenges associated with solar development, leveraging proficiency in GIS, AutoCAD, and HydroCAD to deliver effective and defensible design solutions.
Colby lives in Chesterfield County, actually in a neighborhood that his dad grew up in. In his spare time, you can typically find him playing/watching soccer, basketball, and golf. His favorite teams are Arsenal FC, the Washington Commanders, the Washington Wizards, and the Virginia Tech Hokies. Colby recently took a step back from coaching soccer but was very grateful for the opportunity to give back to his community and support the next generation.

Where did you grow up? Chesterfield, Virginia… About a 20-minute drive from Timmons HQ
Dream vacation destination? Travelling to see a Champions League final, wherever that may be.
If you were not a civil engineer, what would you be? Likely in sports in some capacity. I spent 2 years coaching soccer for both the club I grew up playing for (FC Richmond) and the high school that I attended, which was very fulfilling.
A favorite project you’ve worked on? I don’t think I have one individual project that jumps out. Every project offers a unique opportunity to do right by the landowners, the county, and our clients. I enjoy the fluidity of navigating the challenges that each individual project/property may offer, while developing a responsible design that satisfies all stakeholders.
Do you have a hero? My parents. From an early age, they emphasized the importance of hard work and commitment to me. Without them, I wouldn’t be the person I am today.
