Overview

Timmons Group provided comprehensive technical and grant support services for the Brooke Road Flood Mitigation and Resilience Study in Stafford County, Virginia. In partnership with Stafford County, Timmons Group developed all required technical application materials, including the project narrative, Benefit-Cost Analysis (BCA), and supplemental data, to secure federal funding through the Federal Highway Administration (FHWA) in FY 22 & 23 through the PROTECT Discretionary Grant Program.

The project will realign a 0.45-mile segment of Brooke Road (SR 608) from Loblolly Lane to Maplewood Drive, a critical transportation corridor serving the eastern part of the county and providing access to a commuter rail station. This improvement addresses chronic flooding that renders portions of the roadway impassable for extended periods, disrupting mobility and emergency access. Brooke Road runs parallel to Accokeek Creek, a major tributary of the Potomac River, making resilience measures essential for long-term safety and reliability.

The project is currently in the final design stages and is slated for construction to begin in 2026. Once complete, this project will enhance connectivity, improve public safety, and strengthen climate resilience for the region.
