As an expert in site selection, infrastructure, and site preparedness, Joe has guided countless communities toward becoming prospect ready through data-driven strategy and innovative planning.

Joe’s development of the Timmons Group Tier System has redefined how communities assess site readiness, and his leadership on a statewide study of more than 460 25+ acre sites has delivered invaluable insights that continue to shape Virginia’s economic landscape.
