MDIA Headquarters Environmental Services

Project Summary

Timmons Group, as part of the Hensel Phelps Design-Build Team, provided civil engineering, environmental, landscape architecture, land surveying and construction administration services for the $315 million MDIA Headquarters at Marine Corps Base Quantico.

Environmental services included wetland delineation, US Army Corps of Engineers (USACE) confirmation of the delineation, stream assessments, small whorled pogonia (Isotria medeoloides) surveys and an aquatic resources relocation operation. Once the initial environmental assessments were complete, Timmons Group conducted a preapplication meeting with the USACE and Virginia Department of Environmental Quality, prepared and submitted a permit application, coordinated resolution of threatened and endangered species and cultural resource issues and obtained regulatory permit approval.

Timmons Group then coordinated the purchase of compensatory wetland and stream mitigation credits between Marine Corps Base Quantico and an independent wetland mitigation bank approved to serve the local watershed. Timmons Group identified on-site stream restoration opportunities, but given the project’s location within the Base’s controlled perimeter, it was determined not to be a feasible option.

A Stormwater Pollution Prevention Plan (SWPPP) and a Virginia Stormwater Management Plan (VSMP) Registration were completed in accordance with the requirements of the Virginia Department of Conservation and Recreation. Timmons Group is performing permit compliance monitoring and submitting monitoring reports through project completion.
