Overview

North First & Jackson Street is an affordable housing community aimed to provide low-income seniors with housing options in the City of Richmond’s Jackson Ward Neighborhood. The $30 million project is a redevelopment of a site left vacant by the construction of a nearby highway, and consists of 154 energy-efficient homes, with 6,000 SF of retail space.

The development came together through public-private partnership. Enterprise Community Development worked with six government agencies—the City of Richmond, the Federal Home Loan Bank, the Richmond Redevelopment and Housing Authority, the State of Virginia Department of Housing and Community Development, the Virginia Housing Development Authority, the U.S. Department of Housing and Urban Development, and its private funder SunTrust Bank. Additional assistance came from Low Income Housing Tax Credit and HUD’s Rental Assistance Demonstration program.

Timmons Group worked closely with Enterprise Community Development to provide full civil engineering services for the 2.5 acre site. Timmons Group also worked with the Richmond Redevelopment and Housing Authority on this property for the boundary survey and rezoning process.
