Overview

The Maine GeoLibrary Board required a Strategic Plan that will help meet the current and future needs of Maine’s GIS community (public, non-profit, and private sector stakeholders) as it relates to the GeoLibrary’s mission. Timmons Group provided consulting services to develop an update to the Maine GeoLibrary Strategic Plan that was last updated in 2009. The updated Strategic Plan provides a blueprint for financing Board operations, data acquisition and hosting, and dissemination of geospatial data to the greater GIS community and the public. This plan will form the basis for completing and maintaining the Board’s OneMAP for ME program. Our collaborative process involved the GeoLibrary Board, Maine’s GIS community, and supporting staff from the Maine Office of GIS (MEGIS).

Timmons Group used its customized strategic planning RoadMap project approach to ensure the resulting, updated Strategic Plan reflects the needs of the State’s public, non-profit, and private sector GIS stakeholders. Tasks included:

  • Project initiation and kick-off
  • Stakeholder outreach
  • Focused Needs Assessment with the GeoLibrary Board
  • Review of trends in the GIS profession
  • Evaluation of the need for changes in the Board’s enabling legislation
  • Evaluation of opportunities to increase cooperation and collaboration with other statewide or regional GIS support organizations
  • Evaluation of funding mechanisms and partnering opportunities
  • Identification of Maine GeoLibrary Board operational needs
  • Development of the Maine GeoLibrary Strategic Plan

These primary tasks included multiple “assessment” and “planning” subtasks that yielded sub-deliverables that ultimately led to the creation of a successful, integrated strategic RoadMap plan.
