Overview

HRPDC / HRTPO has been leveraging GIS technology for many years, and with a growing number of GIS users on staff, more sophisticated GIS analysis/modeling, and more data handling, there is a need to improve GIS coordination, productivity, and efficiency within the organization. The goal of this project is to produce a needs assessment and GIS strategic plan (RoadMap) that defines the critical path and steps necessary for the continued development and enhancement of a GIS environment for the HRPDC and the HRTPO.

This project involves documenting and assessing the organization’s existing GIS data and systems and establishing a vision for the future with core recommendations. The current GIS environment will be evaluated to identify needs and opportunities related to staffing, training, data, software, workflows, standards, and policies. Recommendations will be driven by HRPDC/HRTPO stakeholder priorities and solutions will be presented in a realistic, tactical plan that defines RoadMap initiatives specifically designed to address those priorities. The objective, work plan, timeline, deliverables, budget, assumptions, and risks associated with each initiative will be documented. The resulting RoadMap plan will help ensure that HRPDC/HRTPO is better positioned to take advantage of existing/future technologies and innovative solutions that provide even more value to member localities and the public.

Project tasks include:

  • Assessing existing conditions
  • Conducting stakeholder interviews
  • Performing a Needs Assessment and Gap Analysis
  • Developing a Strategic Plan/RoadMap
  • Developing a GIS Implementation Plan for the next three to five years
