EPCOR USA (EPCOR) contracted with Timmons Group and Avineon to develop an implementation plan, costs, and project schedule for a later project to migrate from Esri’s Local Government Information Model and ArcMap to Esri’s Utility Network and ArcGIS Pro.

While doing this, our team took the desired requirements and worked them into the migration plan while adhering to the technical capabilities of the Esri Utility Network, Cityworks, and other systems, in addition to ISO 55000, ASCE, and other associated standards. These combined with our knowledge of best practices and any regulatory requirements that EPCOR must adhere to allowed us to account for all the agency’s needs.

Timmons Group team worked iteratively with EPCOR to develop a robust plan for the migration. We worked with EPCOR to better understand their desired goals with regards to capabilities, data analysis/modeling, and functional requirements.

The Timmons Group team reviewed EPCOR’s existing GIS organizational, system architecture, and process management documents, including standard operating procedures for GIS and asset management activities. This background information helped the team engage with EPCOR staff and laid the foundation for topics addressed in the discovery workshops. The Timmons Group team facilitated these workshops and assisted EPCOR staff with reviewing and applying modeling concepts for the chosen domain networks (water, wastewater, and reuse water) with associated asset groups and types. The application of tier groups, subnetworks, network categories, network attributes, and associations were reviewed and configured in the data model to result in the best possible out-of-the box functionality across desktop, web, and mobile applications. The team documented EPCOR’s current state and evaluated and defined its future state.
