Timmons Group completed a Phase I ESA for the Richmond City Jail with focus on the former/historical usage of the subject property and the current property conditions. Based on the site history, Timmons Group further completed a Phase II ESA to evaluate the subsurface conditions and the potential presence of various contaminants. The analytical results were compared to the Virginia Department of Environmental Quality (DEQ) Risk-Based Screening Levels to evaluate potential exposure risks for various individuals. Timmons Group additionally coordinated the completion of lead based paint (LBP) and asbestos containing material (ABM) surveys of the jail interior in association with this project. The results were submitted to Richmond City staff who presented the studies to Richmond City Council for consideration in constructing a new facility.
