Andrew Gould, PE
Stormwater Planning & Urban Redevelopment
Andrew Gould specializes in Stormwater Management and Urban Redevelopment, specifically in Municipal Stormwater Operations. Andrew and is an expert in Stormwater Management Regulations including the Chesapeake Bay TMDL, the Virginia VSMP regulations and VPDES MS4 permitting. He recently served on the Virginia DCR Stormwater Technical Advisory Committee for rewriting the Virginia VSMP regulations. He has extensive experience in stormwater and watershed master planning, and design of stormwater infrastructure. He also specializes in Urban and Brownfield Redevelopment projects involving complex site, infrastructure and environmental issues. Most of his experience is in urban settings with dense vertical mixed-use development.
Andrew lives in Midlothian with his wife and their two sons. He enjoys spending time and traveling with his family, coaching his sons’ soccer and baseball teams, reading, skiing, playing golf and ice hockey, watching Notre Dame Football and, of course, boating on the James River.
