We are experts in the Virginia Stormwater Management Regulations and sat on the Technical Advisory Committee that recently assisted in their rewrite. We also recently assisted several MS4 (VPDES Municipal Separate Storm Sewer Systems) communities with identifying and pricing the impact of the Chesapeake Bay TMDL on existing stormwater programs.
Due to the Chesapeake Bay TMDL and the Virginia Watershed Implementation Plan (WIP), MS4 communities will soon be required to implement stormwater retrofits on prior developed lands. Our team is well-versed in planning and designing stormwater retrofits in urban areas, and our experience includes the City of Richmond’s Green Alley retrofit program, which won the 2011 Virginia Lakes and Watersheds Association’s Watershed Restoration Award.
The Virginia Stormwater Management Program (VSMP) permit for small Municipal Separate Storm Sewer Systems (MS4) requires localities to limit the amount of pollution from runoff to the maximum extent practicable. This is accomplished by developing a stormwater management program that includes Best Management Practices (BMPs) and Measurable Goals for each of the six minimum control measures specified in the permit. Timmons Group has developed Measurable Goals and program plans to assist several localities in complying with the VSMP Permit, documented existing programs and implemented additional programs to reduce pollutants in stormwater runoff. Follow-up documentation including annual reporting requirements and requests for additional information from the Virginia Department of Conservation and Recreation has also been provided to achieve permit compliance.
