White Oak Semiconductor Plant

Project Summary

In 1996, Timmons Group in conjunction with Industrial Design and Construction developed site plans for a 210-acre site in eastern Henrico County for White Oak Semiconductor (a joint venture of Motorola Semiconductor Product Sector and Siemens Semiconductor Group). Since that time the ownership of the project was transferred to Infineon Technologies Richmond and in 2006 changed to Qimonda. The project was the cornerstone of White Oak Technology Park.  As part of the initial project Timmons Group developed site development packages which include site grading, stormwater management and paving to support over 800,000 SF of office, semiconductor manufacturing and support facilities. Design started in September 1996, ground was broken in October 1996 and the occupancy permit for the office complex was issued in April 1997.  An occupancy permit for a state-of-the-art semiconductor manufacturing facility was issued in October 1997. In addition to the on site engineering, Timmons Group provided surveying for design and construction activities, design for over 100,000 LF of off-site utilities piping, design for several miles of access roads to support the project and full time construction administration for the duration of the project.

In 2000, Timmons again provided design services for a major expansion of the facility. This expansion increased the total occupied area to over 1.5 million SF by expanding the office complex, installing a second manufacturing facility with its associated support facilities. Timmons Group provided the design team with invaluable service in delivering major utilities design upgrades, roadway and parking lot designs and storm water management facilities designs associated with the expansion. Unlike the initial design, the expansion design was faced with the task of making major modifications to the infrastructure while maintaining round the clock production capability (with no unanticipated down time) during the construction process.

This project’s aggressive construction timetable was regarded as a new industry benchmark, being one of the largest fully-integrated facilities ever constructed in an 11 month time period. Timmons Group was responsible for providing site engineering, access roads, utilities, grading and parking and topographic survey.

Timmons Group also provided off-site and on-site infrastructure and construction services including 100,000 linear feet of sewer and water facilities, Several miles of access roads and construction staking, coordination of site contractors and full-time site inspection for 12 mos.
