Project Summary
The purpose of this analysis was to review and compare the administration requirements of the VSMP Construction Permit and Stormwater Regulations with the City of Richmond’s current stormwater program to identify gaps, review staffing needs, and prepare an annual budget forecast based on those additional needs. This analysis was completed to assist the City in planning for the implementation of the VSMP General Construction Permit requirements into their existing program.
The 2011 Stormwater Regulations establish the minimum criteria and ordinance requirements for a qualifying local program. The requirements include administration, plan review, issuance of coverage under the VSMP Construction Permit, inspection, enforcement, reporting, and recordkeeping. In order to administer the VSMP Construction Permit within their existing program, the City will be required to implement the following minimum criteria:
- Review and approval of the VSMP Construction permit registration statements and Stormwater Pollution Prevention Plans (SWPPP).
- Revision of existing ordinances and development checklists, design standards, design documents.
- Implementation of the revised fee schedule specified under 4VAC50-60-790 of part XIII of the Stormwater Regulations and remittance of 28 percent of the collected fees monthly to the state.
- Issuance of a VSMP Construction Permit for all land disturbing activities regulated under 10.1-603.8 of the Code of Virginia unless otherwise exempted in 10.1-603.8 B and completion of monthly inspections for compliance with the SWPPP.
- Enforcement actions for violations pertaining to the VSMP Construction registration statement and SWPPP.
- Recordation of registration statements for 3 years from project completion date.
Timmons Group reviewed of the City’s existing stormwater program and performed a gap analysis to identify what additional program elements were needed in order to comply with the updated VSMP regulations regarding administration of the VSMP general Construction Permit program.
