Patriot Center Master Plan Expansion

Project Summary

Timmons Group worked as part of the master planning team for the expansion of the Patriot Centre in Henry County, Virginia.   Timmons Group helped with the land planning discussions, worked collaboratively to re-create the landscaping and signage branding, and implemented the stormwater infrastructure in the park.  The master plan was hardly complete when the park’s first tenant-Nautica chose Henry County as it’s newest location.

Master plan tasks included park protective covenants, roadway layout, utility layout (water, sewer, gas and electricity), stormwater management master planning and preliminary site grading concepts for 18 developmental sites.  The park includes consideration of walking paths and a future recreational park for use by the industries and the community.

Phase I design tasks include preparation of the initial road extension (approximately 1,600 feet) and utility extensions.  The design team is working closely with the industry and County staff to provide appropriate grades for the road to allow the new building to be within the viewscape desired by the industry and to comply with VDOT Industrial Access Fund requirements.  Preliminary road plans, profiles and cross-sections were prepared for use by the VDOT Resident Engineer.

Timmons Group also completed wetland delineation and met with the U.S. Army Corps of Engineers (COE) and the Department of Environmental Quality (DEQ) to confirm the delineation and outline permitting strategies for the park.   Timmons Group was successful in using the previous studies of the property as part an Individual Permit Strategy for roads, utility infrastructure and stormwater management for the industrial park expansion.  The infrastructure includes two lakes, a “passive recreation” wetlands mitigation area and a greenway spread throughout the park.  The first pond and road crossing were permitted using Nationwide Permit 26.  Timmons Group continues to provide environmental services to Henry County for this project.
