Timmons Group joined forces with urban planner/architect Torti Gallas and Partners-CHK, Inc. The developer, The Communities Group, and the Richmond Redevelopment Housing Authority (RRHA) worked to revitalize a 12 block area in the Blackwell region of the City. The goal was to restore approximately 200 abandoned, distressed public housing units to brand new dwellings for sale and lease over two years (from 2002-2004).
Timmons Group coordinated the planning and construction phases of development with the City review agencies. The Planning Commission approved the first two phases of development.
The project falls under the US Department of Housing and Urban Development (HUD) federal guidelines known as HOPE VI, for Homeownership and Opportunity for People Everywhere, which promotes revitalization through public/private partnerships involving housing authorities. Federal funding is involved which promotes private investment.
