Project Summary
Timmons was hired under an exclusive economic development engineering term contract with Prince George County in February 2006 to provide professional services related to economic development projects for the County. Our firm was immediately contracted to perform Site Programming and Master Planning for the 1,200+/- acre Crosspointe Centre (formerly known as Southpoint Business Park) located at the intersections of Routes 460 and I-295. Our work ultimately became the basis for negotiations with Rolls-Royce prior to the formal announcement and signing of the Memorandum of Understanding.
Timmons Group held a two-day design charrette with team members from Rolls-Royce, Staubach, Virginia Economic Development, and Faithful & Gould to set parameters for the long range vision for the company’s 1,000+ acre property in Prince George County. The typical terrain in the county is flat, with scattered wetlands, farmland, and forest. The collection of stormwater can be designed to create feature ponds at key entrance points To utilize areas of the property that will not be developed in the first phase, existing forest can be timbered and farmland can be leased to local farmers. Prominent entrance roads and signage off of 460 and close to 295 will serve as beacons for the Rolls-Royce brand. Final recommendations included a land use plan that incorporates manufacturing/testing facilities, university research facilities/Commonwealth Center for Advanced Manufacturing (CCAM), corporate offices, supplier facilities, and expansion space while preserving land for conservation and recreation. By preserving existing wetlands and allowing for natural conservation areas, Rolls-Royce can create a campus with distinct character, seamlessly inserting the industrial into the natural.
