Virginia Department of Environmental Quality (DEQ) Completes Strategic GIS RoadMap Initiative>

Richmond, VA – May 1, 2013 – The Virginia Department of Environmental Quality (DEQ) has regulatory and compliance authority for the Commonwealth of Virginia including Land, Air and Water resource media types. To meet these current and ever-increasing environmental demands, DEQ leverages GIS as a core tool for tracking permitted and regulated facilities, compliance issues, and other data sources to support business workflows. In an effort to continually improve their workflows and maximize their returns-on-investment (ROI) – DEQ hired Timmons Group to assist in the development of a GIS RoadMap.

Timmons Group was contracted to partner with DEQ in the development of a GIS RoadMap. The project involved heavy business and technical stakeholder engagement and initial discovery efforts in key functional areas including Governance, Data Management, Systems and Staffing. DEQ’s current state was ranked against a GIS Maturity Model during this initial “Health Check” phase. Timmons Group then worked with DEQ to develop a strategic “RoadMap” to systematically increase GIS program maturity in a managed way. Individual projects were created to address opportunities for improvement uncovered during the Health Check phase. Projects spanned from core Governance and organizational structure changes to improved technology used to manage data workflows in remote offices. All projects were placed in a project timeline creating a sense of order and priority to work efforts.

“DEQ was a great partner in the RoadMap process. They have an extremely talented staff and a great desire to move their GIS program closer to Enterprise Maturity. I think one of the greatest things about working with DEQ is their openness to new ideas and approaches to doing business. They are driven to improve and provide the best possible customer service possible. Looking for creative ways to integrate spatial capabilities into that process is a key to their growth and continued success” Lowell Ballard – Director of Geospatial Solutions for Timmons Group.

“DEQ is a complex organization with critical demands for high-quality data. Almost all responsibilities under DEQ, including regulation and compliance for land, air and water resources are managed on-the-ground. It is critical that DEQ fully understands its data governance and has high-quality data to support the business, decision-making and reporting. This plan allows DEQ to capitalize on past successes, understand fully what has worked well for us in the past, and on future opportunities for growth and improvement. As an agency, we continually must look for efficiencies and do more with less. We’re proud that we have already begun to execute on the plan and develop mobile tools for our field inspectors allowing them to do more and maximize our time in the field.” David Paylor, Director of the Virginia Department of Quality

Two Local Streams Adopted by Civil Engineering Firm, Timmons Group>

Richmond, Va. – March 25, 2013 – Members of Timmons Group’s Environmental Services Division spend a lot of time studying creeks, streams and other waterways as part of their focus on environmental issues and regulatory compliance requirements. This dedication to Virginia’s waterways has motivated their team to participate in the Virginia Department of Conservation and Recreation’s Adopt-A-Stream Program.

The leader of this effort is Timmons Group’s Environmental Technician, Mark Hepner, who recently enrolled Timmons Group into the program. The effort will span two years with a requirement of one or two stream clean ups per year.
“I saw an opportunity for Timmons Group, during their 60th anniversary, to take part in community activism,” Mark says. “It’s our business to take care of the streams and this is the least we can do and these are literally in our backyard.”
Timmons Group’s Environmental Project Manager, Jason Bohdan, thought this was a great idea and a wonderful opportunity for Timmons Group. “The next thing I knew, Mark showed up with the (Adopt-A-Stream) sign and enthusiastically said, ‘I did it!’”

Two streams were adopted by Timmons Group, both beginning at Chippenham Parkway and splitting off to both the north and south. The north stream runs to the Powhite Creek while the south stream runs into a stormwater management pond located within the Boulders Parkway complex. Both streams eventually enter the James River.

Beginning in April, Timmons Group will have their first stream clean up. Virginia’s Department of Conservation and Recreation has supplied collection bags, protective gloves and safety vests while lunch will be provided by Timmons Group.
Mark explains that he hopes this will not only bring Timmons Group, as a company, together but will also show their dedication to the community. “This is a perfect opportunity for us to show who we are in the community,” he says. “Everyone knows Timmons Group and our commitment to them as a client, but as our neighbor, it’s a whole other thing.”

City of Petersburg initiates GIS and Water Quality Master Plan for Chesapeake Bay>

Petersburg, Va. - February 4, 2013 - The City of Petersburg has chosen Timmons Group to implement a GIS and Water Quality Master Plan with the intention of improving local water quality along and the quality of the Chesapeake Bay.

The City of Petersburg, rich with history of the Old South, is located just 23 miles from the heart of Richmond, Virginia. Timmons Group assisted the City of Petersburg in the grant process, and in return Petersburg chose Timmons Group as their Technical Assistance Provider to help the city reach their goal of going above and beyond regulatory water quality compliance set by the Virginia Department of Conservation and Recreation and the United States Environmental Protection Agency. All of this will be planned in accordance with the National Fish and Wildlife Foundation.

In a collaborative effort showcasing technology, Timmons Group and the City of Petersburg are working together to establish a more user-friendly GIS database, as well as training for the new technology as a building block to manage the database going forward.

Petersburg’s Director of Public Works, Steven Hicks, is optimistic about what this could set in motion. “This is a great opportunity for the City to be proactive in administering our Stormwater Management Program. It will allow us to assess and retrieve data regarding our storm sewer systems; to look at ways to lessen run-off and to protect our natural resources,” he says.
Aislinn Creel, Project Manager of Timmons Group’s Stormwater Group, explains that with Virginia being one of six states (including the District of Columbia) where local water runs into the Chesapeake Bay, improving local water quality ultimately improves the bay. “The ultimate outcome needs to be a positive impact on the Chesapeake Bay and how we are going to improve the water quality,” she said.

The project is currently underway and is expected to be completed in November 2013.
