Timmons Group has worked with the Southampton County Industrial Development Authority (IDA) since 2005 in developing an environmental land plan for a 492-acre industrial-zoned parcel to meet County economic development goals.  Through due-diligence and master planning efforts, we recommended the County devote 238 acres of the parcel to the development of a mitigation bank known as the Cheroenhaka Wetland & Stream Mitigation Bank.  We performed the mitigation bank design, permitting and assisted the County in utilizing the PPEA process for procuring a Bank Sponsor (developer) and contractor team for bank development.  The balance of the parcel was developed into a 254-acre industrial park now known as the Southampton Commerce & Logistics Center.  For this industrial park we performed infrastructure design, development permitting and on-call assistance to the IDA for prospect engagement.  These efforts led to the County landing Enviva Pellets in November 2011, and this wood pellet manufacturer now occupies approximately half of the industrial park.

Timmons Group’s infrastructure development services included design and permitting of the mitigation bank, Phase 1 pad grading, master stormwater management, 500,000 gallon elevated water storage tank, well house, wastewater pump station, wastewater force main, park access road and offsite roadway improvements.  Additional permitting efforts included securing Clean Water Act and groundwater withdrawal permits.  Timmons Group also provided support services for bidding, construction administration, compliance inspection and monitoring of the various infrastructure and site development phases.
