Lancaster County, PA Completes Phase 1 of NovaLIS Land Records Management Implementation

Charlotte, NC – NovaLIS Technologies - the leader in the supply of GIS-centric land information management products to government - and business partner Timmons Group successfully completed Phase 1 of the Lancaster County, Pennsylvania implementation of the NovaLIS product suite.

The main goal of the project is to migrate from a legacy mainframe application to a more cost-efficient and technically advanced system for the management of its 180,000 parcels. To accomplish this evolution, Lancaster County selected NovaLIS Assessment OfficeTM, Land Development OfficeTM, and Parcel EditorTM products. In moving to the integrated NovaLIS product suite, the County will streamline and improve its ability to manage the maps and land records information.

“NovaLIS and Timmons have been wonderful,” says Deputy Director Dee Dee Maguire, Lancaster County Property Assessment. “They have been extremely reactive to our questions, good with follow up, and very helpful. We are really looking forward to the next phase of the project, and getting other County departments involved as we add other NovaLIS modules down the road.”

The first phase of the three-phase project, the tax administration module of Assessment Office, went live in late 2004. It was successfully used last month to generate the County’s tax bills.  Phase 2 includes implementing Land Development Office, and integrating it with Assessment Office, ESRI’s® ArcGISTM and Parcel Editor for GIS maintenance. The final phase, which is scheduled for completion by end of 2005, is the implementation of the computer assisted mass appraisal (CAMA) portion of Assessment Office.

Assessment Office, Land Development Office, and Parcel Editor are part of the GIS-centric NovaLIS suite of integrated land records management products. Assessment Office provides assessors with an affordable, off-the-shelf CAMA System enabling them to do their job more efficiently and effectively on a day-to-day basis. Land Development Office is designed to automate local government growth management practices. Parcel Editor is an out-of-the-box land records maintenance extension for ESRI’s ArcMapTM.
