Montgomery County, VA implementing NovaLIS Land Development Office™

Charlotte, NC – NovaLIS Technologies - the leader in the supply of GIS-centric land information management products to government - and business partner Timmons Group are implementing NovaLIS Land Development Office™ in Montgomery County, Virginia.

Montgomery County has been a NovaLIS Parcel Editor™ customer since 2003, and recently began working with Timmons Group to make Land Development Office, a product designed to automate local government growth management practices, part of its integrated land records management solution.

“It’s a dramatic change in concept from how we are currently doing things,” says Bob Pearsall, Planning and GIS Services for Montgomery County, VA. “When complete, Land Development Office will replace approximately eight legacy databases. Because of the great work NovaLIS has done in Roanoke County, just North of us, we are going to able to implement with minimal customizations.”

Pearsall says the County particularly enjoys working with NovaLIS because the company supports the concept of working with customers to develop new product features, and with each implementation rolls more of this new functionality back into the base product.

“For example, Montgomery County is working with Timmons to add new product functionality called ‘pre-development’ to facilitate property development in our County,” says Pearsall. “We have found that when people want to develop their property, it can be very difficult to gather all the required information. This module will enable us to give them all the property information from our files such as planning, environmental conditions, taxes, GIS, and even potentially access state databases in one stop. This means a person considering applying for a building permit, zoning change or any other application will get the total picture regarding how they can develop their property.”

As part of the Parcel Editor implementation, Montgomery County along with its Town partners and Timmons, built a county wide GIS database that provides seamless access to map information across the County. It is the County's desire to achieve the same level of service with Land Development Office.
“Montgomery County is an exemplary customer to work with,” says Steve Benner, Project Manager for Timmons Group. “The County is very technically savvy, and did their homework before beginning to work with us. The County essentially did its own business area analysis, handing us a thick requirements document that enabled us to jump in and go to work with them.”

Timmons began the implementation in January 2005, and the project is set to go live in the summer 2005. Beyond 2005, Montgomery County is planning to add Web, Field, and IVR modules.
