Richmond, VA – Timmons Group is pleased to announce the professional promotions of several talented individuals throughout the firm.

Stephen Raugh, PE has been named Group Leader within the Timmons Group’s site development sector with a focus on education. Raugh has experience with design and management of commercial, industrial and educational site plans along with utilities and stormwater management projects. He is responsible for all project aspects from conceptual design through final construction. Raugh has been with Timmons Group for seven years and has a degree in Civil Engineering from Virginia Tech.

Scott Collins, PE has been promoted to Group Leader in the firm’s Charlottesville office. Collins’ expertise includes residential development. He is active with development communities and government agencies to establish zoning and subdivision ordinances that implement smart growth and conservation design concepts. Collins has a degree in Civil Engineering from the University of Virginia and has been with the firm since 2000.

Lowell Ballard has been promoted to Group Leader within the Timmons Group’s technology sector. Ballard has considerable experience in Geographic Information System (GIS) consulting. His capabilities include GIS systems planning and design, project implementation coordination and GIS training. Ballard has a degree in Management Information Systems from Radford University and 14 years of experience.

William Vest, PE has been named Project Manager in the firm’s Loudoun County office. Vest has been with the firm since 2003 and is responsible for coordination with clients, public sector review agencies, the general public, architects and various sub consultants. Vest has a degree in Civil Engineering from Old Dominion University as well as a degree in Biology from Randolph Macon College.

Kevin Pennock, PE has been promoted to Project Manager with Timmons Group’s site development sector. Pennock was the first within the firm to receive LEED (Leadership in Energy and Environmental Design) accreditation and works rigorously with the education group to improve its sustainable design standards. Pennock has a Civil Engineering degree from Virginia Tech and has been with the firm for four years.

Frank Slinsky, III, PE has been named Project Manager with the firm’s site development sector. Slinsky has experience with all aspects of project management of civil engineering site development projects from conceptual design through construction. He has a degree in Civil Engineering from New Jersey Institute of Technology has been with Timmons Group for six years.
