Richmond, VA – Timmons Group, a leading provider of geospatial services, recently deployed Phase I of the Virginia Readiness Response and Recovery (VR3) application.

The VR3 application provides a common operating platform for the management of homeland security events.  The VR3 application allows for the management and display of GIS layers and the creation of ArcSDE-based events.  Concentric and custom impact rings are built in the ArcSDE-managed portion of the reporting module.  Users are also able to visually deploy response assets through a web based portal.  All impact analyses are based on ring groups (e.g., site, local, regional, custom) and impact packages (e.g., infrastructure, population).  Impact reports are developed dynamically and delivered in PDF format.  User access to site functionality and data display are controlled through LDAP based user management services, providing a scalable and extensible mechanism to control both users and functionality.  Many other ArcGIS Server based web services, such as geocoding, support the VR3 application.

The VR3 application is hosted by the Virginia Information Technologies Agency (VITA) on the Geospatial Enterprise Platform (GEP) which was architected and constructed by Timmons Group to support this and other initiatives.  The GEP contains multiple, redundant ESRI ArcIMS, ArcGIS Server and ArcSDE servers configured for high availability and scalability.  The VR3 is built on .NET and utilizes Service Oriented Architecture methodologies to promote cost savings, return on investment (ROI) and code reuse.
