Hampton Roads Executive Airport

Project Summary
Timmons Groups coordinated and conducted environmental services for the expansion and renovation of Hampton Roads Executive Airport, including delineation and US Army Corps of Engineers jurisdictional determination of wetlands on the site, as well as a Phase III Environmental Site Assessment of the facility’s fueling station. Our professionals worked with the lending agencies and the Virginia Department of Environmental Quality to successfully plan for remediation of contaminated areas associated with the tanks. The work resulted in reimbursement through the Virginia Petroleum Storage Tank Fund and the overall creation of an operative master plan for the project.
Culpeper Juvenile Correctional Center

Project Summary
Pursuant to Virginia Administrative Code 10.1-1188 et seq., Timmons Group, on behalf of the Virginia Department of Juvenile Justice, prepared an Environmental Impact Report (EIR) for a proposed dry-storage warehouse to be located on 0.7 acres at the Culpeper Juvenile Correctional Center (CJCC) in Mitchells, Virginia. The purpose of the proposed project was to provide the CJCC with a new 7,200 square foot warehouse with full turn around access. The project additionally included an approximately 11,000 square foot asphalt driveway, water services, sanitary sewer service, and storm drain routing. The warehouse provides pallet storage and staging areas, as well as a freezer box and office space.
Atwater Park Land Exchange
Hopewell, VA
Project Summary
Timmons Group was retained by the City of Hopewell (Hopewell) to prepare an Environmental Assessment (EA) for a land exchange with the U.S. Department of the Interior, National Park Service (NPS). The EA identified environmental impacts as identified by the NPS DO-12 Handbook guidance for National Environmental Policy Act documentation as defined by Council for Environmental Quality regulations - Part 1502. The NPS previously conveyed federally-owned land to the City of Hopewell under the Federal Lands to Parks Program which was later developed into a municipal park. In the years following, Hopewell extended two roadways across the northern areas of the park to intersect an established thoroughfare. Despite previously conveying ownership to the City of Hopewell, the NPS maintained an encumbrance on the property whereby the construction of public roads on the property, for purposes other than park access, was not authorized. To correct this infringement, the NPS offered to remove the park and recreation use restriction if the City of Hopewell would contribute two parcels of equal or greater value to a land exchange with the NPS. As a result, approximately 11.35 acres of forestland, located in Hopewell were offered to the NPS to assume the encumbrance.

Project Summary
Timmons Group completed Phase I and Phase II Environmental Site Assessments for a corporately owned open-pit aggregate quarry and separate materials terminal in conjunction with a directive by the SEC to transfer the properties as a result of a corporate merger with another aggregate mining company. Completion of the reports involved historic research through regional records to identify potentially anomalous liabilities that surfaced as a result of the Phase II investigation where soil samples presented presence of environmental impact at one of the facilities. The project additionally involved historic research into the environmental history of the buyers facilities when it was decided that the sale of the property would occur as an exchange of facilities with a third aggregate mining company.
